Load frameworks with dlopen on iOS; raise when NSBundle cannot load one (#158)

On iOS, NSBundle.bundleWithPath_ returns a bundle for a system framework
such as WebKit, but the framework's binary lives only in the dyld shared
cache, so the bundle has no executable and load() returns NO. That result
was ignored: load_framework returned normally and the failure surfaced
later as "Unable to find class WKWebView" from autoclass, with nothing
pointing at the load.

On iOS (sys.platform == 'ios'), open <Name>.framework/<Name> with dlopen,
which dyld resolves from the shared cache, and raise with dlopen's reason
if that fails. Elsewhere keep NSBundle, and raise when load() returns NO;
the message names the ctypes.CDLL call to use, for iOS builds that report
'darwin'.

Verified on the iOS 27 simulator: with this change
load_framework(INCLUDE.WebKit) makes WKWebView available to autoclass, and
a missing framework raises ObjcException.
