Require common-stepper ^0.0.4, as its dependents' peer ranges demand (#623)

common-e-stepper 0.0.2 and runner-e-stepper 0.0.1 both declare a peer
dependency on @sourceacademy/common-stepper >=0.0.4, but package.json
asked for ^0.0.1, which for a 0.0.x version means exactly 0.0.1. Yarn does
not enforce peer ranges, so the yarn.lock install works, but a plain
'npm install' (for example when building the REPL from a source archive,
as the CS1101S course materials do) fails with ERESOLVE.
