fix: fall back only to the options the filter was given

Review follow-up: once a not-found value is kept, a search replaces
providedOptions with search results, re-runs the lookup, and the fallback
would switch the filter to the first search result. Fall back to the first
of the given options instead, and cover the search flow in a test.
