build: support Pillow 13

Pillow 13 refuses to write mode I images as PNG ("cannot write mode I as
PNG"), where 12.x and older clipped them to 16 bits. A 32-bit grayscale
source requested as .png or .tif (both saved as PNG) would then answer 500,
so the PIL engine converts I to I;16 before saving PNG, which keeps the
clipped output on every supported Pillow. The cap moves to Pillow<14, the
tests extra requires remotecv 5.3.0 (the first release that allows Pillow
13), and uv.lock resolves Pillow 13.0.0.

remotecv 5.3.0 pins redis==7.4.0, so the lock also moves redis from 5.0.1 to
7.4.0; thumbor's own redis range is unchanged and the queued detector tests
pass against a real Redis and sentinel. The Pillow floor stays at 10.4, where
the conversion clips the same way. Image.getdata in two tests is deprecated
for Pillow 14 and stays until the next cap raise.
