build: keep opencv-python-headless below 5

Dependabot widened opencv-python-headless to <6.0.0 in the opencv, all and
tests extras (4b5de728), but OpenCV 5 moved cv2.CascadeClassifier out of
the main package into opencv_contrib. With 5.0.0.93, which pip now picks
for thumbor[opencv] and thumbor[all], the face, glasses and profile
detectors raise AttributeError when built, /smart/ requests answer 500,
and the redeye filter fails the same way. CI kept passing because remotecv
in the tests extra caps the lock below 5. Cap the range at <5.0.0 again
and stop Dependabot from updating the package.

The darwin x86_64 <4.13 markers are unchanged, and the lock only records
the new specifiers. Supporting OpenCV 5 means moving to
opencv-contrib-python-headless together with remotecv, tracked in #1945;
the ignore goes away then.
