Ignore OpenCV 5 updates in Dependabot (#151)

OpenCV 5 moved CascadeClassifier out of the main objdetect module and into
opencv_contrib, so the 5.x opencv-python-headless wheel breaks the face,
glasses and profile detectors at startup. Dependabot opened #138 for 5.0.0.93
and, now that it is closed, would open another PR for the next 5.x release,
so this tells it to skip major updates of that package.

The pyproject.toml cap stays at <5 alongside thumbor, which pins the same
package to 4.x. Both projects share the cv2 namespace and have to move to
OpenCV 5 together. That work is tracked in #150, and this ignore rule should
be dropped as part of it.
