Migrate development, CI and release workflows to uv (#132)

Development used pip with an unlocked dev extra, and CI reinstalled it with an
eager upgrade on top of an actions/cache keyed on a setup.py that does not
exist, so jobs reused a stale site-packages. Move the dev tools to a dev
dependency group, lock everything in uv.lock, and run the Makefile, the
pre-commit hooks and the lint, unittest and release workflows through uv sync
--locked, uv run --locked and uv build. make setup installs the pinned uv into
.uv-venv when none is on PATH, and tool.uv.required-version rejects any uv
older than that pin. Drop the pyenv .python-version, which uv refuses.

The published metadata no longer offers remotecv[dev]. Lint tools now come from
the lock (black 26.10.1, isort 6.1.0, flake8 7.4.1) and the tree is clean under
them. The flake8 job becomes blocking: the old action ran flake8 --exit-zero
and ignored its args. The Docker image keeps installing the release from PyPI
with pip.
