Add documentation version switcher (#931)

* Add documentation version switcher

Enable the pydata-sphinx-theme version dropdown. The version list is
generated by FEniCS/docs from the published documentation, and CI sets
DOCS_VERSION to the branch or tag name the documentation is published
under so the current version is highlighted.

Strip .postN from DOCS_VERSION so that all .postN builds of a release
match its single entry in the version switcher list.

* Use github.ref_name for the docs version and publish folder

The version switcher match and the folder the documentation is published
to now come from one value, so they cannot drift apart. This replaces the
Set version name step, which computed the same name in the shell.
