♻️ Produce CLI events through kettle-ndjson

- emit gha_sha_pins_* events via Kettle::Ndjson with event_version
  tagging and the shared compact encoding; type names and payload
  fields stay compatible with the family consumer
- reject --events combined with --json so stdout stays unambiguous
- declare kettle-ndjson as a direct runtime dependency and wire it
  into the local Nomono gem lists
