pegging_expt_2026: pegging policy ladder and search

Adds a PegState simulator that mirrors Round.play, a ladder of pegging
policies (random, greedy, greedy2, determinized rollouts/minimax, ISMCTS,
oracle), a duplicate-deal pegging harness, full-game matches and a
points-to-win-rate calibration, with tests.
