Add a minimal CMake + C example (#918)

* Add a minimal CMake + C example

A small, self-contained example of calling an FFCx-generated kernel from
C, with no other FEniCS component involved. CMake compiles poisson.py
with FFCx at build time, and main.c assembles the P1 Poisson stiffness
matrix on a single triangle and checks it against the exact result,
exiting non-zero if it is wrong.

The example finds the UFCx header through the CMake package the `cmake`
directory already installs, so it also exercises that packaging.

A test installs UFCx into a temporary prefix, builds the example and
runs it. It lives in `test/` rather than `demo/` so that `pytest test/`
picks it up; `demo/test_demos.py` only iterates over the UFL files
directly in `demo/`.

Fixes #711.

* Add the module docstring ruff requires

demo/c/poisson.py had neither the copyright line nor the module docstring
that every other file under demo/ carries, so 'ruff check .' failed with
D100 and took the whole matrix down with it: the one real failure, with
the other fourteen jobs cancelled by fail-fast.

* Build the C example as C17, and drop the Windows skip

Review asked for the example to be built with C17 compliance. Set
C_STANDARD 17 with C_STANDARD_REQUIRED and C_EXTENSIONS OFF on the
target, so the compiler is held to the standard rather than to whatever
its default dialect happens to be. `ufcx::ufcx` carries a c_std_17
compile feature, but that is only a lower bound and leaves GNU
extensions enabled.

The test was skipped on Windows pending #917, which has now landed and
is merged here, so the skip goes and MSVC builds the generated kernel in
CI.

* Use imported targets and a feature check in the C example

The example is meant to be a template, so it should show current CMake
practice:

- Run FFCx through the `Python3::... (continued)
