Harden std::string_view tests and documentation (#607)

Follow up on #518: make the binding tests deterministic by resetting
SELECT cursors, and cover actual TEXT/BLOB storage, SQL NULL, empty
values, embedded NUL bytes, and UTF-16 databases.

Clarify borrowed-buffer lifetimes and add a short C++17 usage example.
No public API or production behavior changes.
