Backport UBSan consumer instrumentation to C++11 (#605)

Backport #593 without raising the CMake 3.5 minimum. Propagate UBSan
compilation and runtime linkage through SQLiteCpp using
`target_compile_options(PUBLIC)` and `target_link_libraries(PUBLIC)`
instead of CMake 3.13's `target_link_options()`.

CI verifies UBSan compile and link flags for the library, unit tests and
example. No source/ABI changes or new C++/SQLite version requirements.
