fix(signals): a re-asked memo whose first read rejected has no value (#4250)

An error that answers a node's first read clears STATUS_UNINITIALIZED
(the error is its answer while shown). A re-ask then made it pending as if
it had a value, so verdict reads (an isPending pass, latest(),
createDeferred) returned its undefined _value instead of throwing
NotReady. The error now leaves STATUS_NO_VALUE behind; a re-ask of it
(pending) restores STATUS_UNINITIALIZED, and a write clears it.
