Add support for Python 3.15 (#217)

Adds the classifier, the tox envlist and the four factored environment
groups, and the 3.15 leg of the latest-version CI matrix.  The
development-version matrix tests oldest and newest, so its 3.14 entry is
replaced rather than extended.

The quimb extra's environment markers were written as `< '3.15'` when
3.14 was added, meaning "not on the version we don't support yet".  Four
of them move to `< '3.16'`: quimb, qiskit-quimb, networkx and cotengrust
all have 3.15 support on pypi.

kahypar deliberately stays at `< '3.15'`.  It is a compiled package whose
newest release (1.3.7, uploaded 2026-03-05) ships nothing past cp314, so
there is no wheel to install.  Its only purpose here is to silence a
cotengra warning, and the quimb backend works without it.  gh-182 had to
fix the opposite mistake -- the 3.14 PR moved the other markers and left
kahypar behind -- so this line now carries a comment saying the ceiling
lags on purpose and should be raised when a cp315 wheel appears, not when
a Python version is added.

Verified on Python 3.15.0: py315 (62 passed), py315-notebook (3
notebooks), py315-quimb-only (39 passed, 13 skipped), py315-aer-only (37
passed, 10 skipped), py315-doctest and lint all pass.  Confirmed quimb,
cotengrust, jax and Aer install on 3.15 while kahypar is absent.
Factored environment names checked against tox 4.4.3, 4.55.1 and 4.67.1:
no junk environments, and each per-version name resolves to its own
commands.
