Add explicit support for Python 3.14 and 3.15 (#834)

Adds the classifiers, the tox environments, and the CI matrix legs.  No
code changes were necessary; the existing test suite and notebooks pass
unmodified on both interpreters.

All dependencies have wheels for cp314 and cp315.  qiskit-aer, which is
a hard runtime dependency here rather than an optional extra, published
cp314 in 0.17.2 and cp315 in 0.18.0.  qiskit and rustworkx ship
cp310-abi3 wheels that serve every later interpreter.

The notebook environment names are now spelled out individually.  The
previous brace-range form was silently broken on tox 4.42.0 through
4.61.1: those versions expand the numeric range in a section name before
splitting on braces, so the section defined "4notebook", "13notebook"
and so on, and never "py313-notebook".  Any name that fell through to
[testenv] ran the plain pytest suite instead of the notebook tests,
passing while testing the wrong thing.

In test_development_versions.yml the matrix tracks the newest supported
version, so 3.13 is replaced rather than extended.  Its value is also
now quoted, matching the other workflows.
