improve generation of the plot_cache.pickle file (#21561)

generate individual caches per test, as they are generated, then merge
them at the end. This resolves an issue where the plot_cache.pickle
would grow indefinitely as chains were tweaked

parametrized pytest node IDs. Each passing test persists its
hits/misses; **session finish** rebuilds the shared cache from those
recordings only, so stale entries from tweaked chains no longer
accumulate indefinitely.

describe the new workflow. **Timelord** test job timeout increases from
40s to 60s.
