Bump the llama-agents chart on any image package release (#832)

## What changed

`charts/llama-agents/package.json` now pins its workspace dependencies
with `workspace:*` instead of `workspace:^`. Changesets treats `*` as an
exact pin on the current version, so any release of
`llama-agents-operator`, `llama-agents-appserver`, or
`llama-agents-control-plane` puts the chart out of range and schedules a
chart patch in the same release PR. The global
`updateInternalDependencies: minor` setting is unchanged, so no other
package picks up cascading bumps.

A changeset for the chart is included so the next release publishes
0.12.8 with the operator 0.11.4 and appserver 0.12.2 tags that
`values.yaml` already carries.

## Why

Since the threshold moved to `minor`, the chart only released when a
changeset named it directly. The 10/11, 10/21, and 10/23 releases each
shipped new images with no chart version, and the downstream
`bump-cloud-llama-deploy` dispatch skipped every time because the
payload had no `llama-agents` chart entry.

Verified locally: with a throwaway operator patch changeset, `changeset
status` plans `llama-agents` at patch, and `changeset version` writes
0.12.8 to the chart.
