* Migrate language_iana_s field to Rust

This allows us to remove some previous glue code related to using
Rust language logic in Ruby!

* remove unit test for bad UTF in JSON package generation

Rust guarantees that strings are UTF-8, so we are less and less likely
to encounter these encoding errors at this stage of the indexing process
(any failure would happen earlier when Rust first gets an invalid string).

Therefore, it seems okay to remove this test rather than finding another
way to recreate the issue.
