docs: require explicit root minor for a new component in review skill (#2423)

* chore: bump root minor on first release of a new package

A major changeset of a package at 0.0.0 publishes it for the first time
(0.0.0 -> 1.0.0), so it no longer raises @alfalab/core-components to a new major.

* docs: align review skill with root bump of a new component

* revert: bump root minor on first release of a new package

The root keeps the bump type of the changeset; a new component sets
'@alfalab/core-components': minor explicitly.

This reverts commit bd3ab43f3.
