fix(opencode): answer question annotations instead of editing code

The OpenCode v1 command told the agent to address every annotation
with code changes, without distinguishing questions from change
requests.
Add the question rule the Claude, Codex and Pi integrations already
follow to the v1 command, the v1 tool description and the v2
diff-review prompt: a question is answered in chat and changes no code.
The docs that list which integrations answer questions now name
OpenCode beside Pi.
