fix(startup): complete the verticle deployment promise

MainVerticle.start(Promise) never completed its promise. Under Vert.x 4's
Launcher that went unnoticed, as a deployment was never timed out. Vert.x 5's
VertxApplication, which this project migrated to in 1.13.0, gives a verticle 120
seconds and then shuts the JVM down: "Timed out in deploying verticle".

With a container restart policy that is a clean exit every ~2 minutes, for every
1.13.0 instance, whatever its load. The registry serves requests and runs tasks
between restarts, so it looks healthy, but no trust-state cycle survives long
enough to reach RELEASE_DATA: the published trustStateHash and the quotas on the
list pages freeze at whatever the last completed cycle left, and nothing reports
the instance as unhealthy. Observed on registry.knowledgepixels.com as 32
restarts in about 75 minutes with exit code 0 and no trust state published.

The promise is now completed once the HTTP server is listening, and failed if it
cannot listen. The database initialization deliberately does not gate it: it
takes minutes to hours on a fresh registry, and the server is meant to answer
its status pages while that runs.
