Fix the CSD decay fit, default DARTsort scratch to the temp dir, add DECODER_VINTAGES (#154)

- features.lf has ignored decay_features=False since #70 dropped its
    `if decay_features:` guard, so features.csd also fitted the PSD decay
    (specparam) on its CSD and BPR traces: about 2 s per snippet, nperseg and
    low r-squared warnings for every channel, and 22 unused *_csd / *_bpr decay
    columns in each snippet's csd_features.pqt. The aggregated features are
    unchanged, since those columns were dropped at aggregation.
  - Without a scratch_dir, dart_subtraction_numpy writes DARTsort's temporary
    output under tempfile.gettempdir()/dartsort (which honours $TMPDIR) instead
    of trying /scratch/dartsort/ first and logging a warning on every call where
    it could not be created. An explicit scratch_dir that cannot be created now
    raises OSError instead of silently falling back. _setup_scratch_directory is
    removed.
  - ephysatlas.models.DECODER_VINTAGES maps each published channel-level region
    decoder's Hugging Face repo id to the release it defaults to (2026_W42 for
    both), so the alignment GUI reads the decoders' default from ibleatools as it
    already does for the alignment model (ephysatlas.alignment.VINTAGE).
  - Changelog: entries for the three changes, and PR references for #152 and
    #153.
