[fix]: Fix GDS validation consistency with ClusterPolicy

Remove the obsolete GDS open-kernel-module check from the
NVIDIADriver controller. ClusterPolicy removed this validation when
kernelModuleType was introduced, but NVIDIADriver retained it,
rejecting auto before driver resources could be reconciled.

Let the driver container handle module selection while retaining
the restriction on GDS and GDRCopy with precompiled drivers.

Add regression coverage for module settings, status recovery,
repeated reconciliation, and rendered driver resources.

Fixes #3114
