Add FileSystemDriver: a queue in a local directory

One JSON file per message. send() writes to tmp/ and renames into new/;
a worker claims a message by renaming it into processing/ with the claim
time in the name, and deletes it after the handler. FIFO per queue, a
folder per priority, delayed messages and retries through the due time in
the file name, a visibility timeout for crashed workers, and failed/ for
messages that cannot be unserialized.
