Make the PubAnnotation loader and test robust to the service refusing requests

All GitHub Actions jobs failed in test_pubannotation with a JSONDecodeError:
pubannotation.org is behind Cloudflare and appears to return a non-JSON page to
CI machines. The loader now uses HTTPS directly, sends a User-Agent, and raises
a clear error naming the URL and HTTP status if it doesn't get JSON. The test
skips (rather than fails) when the external service is unavailable.
