fix(splitter): let the indigo bar buttons take clicks on hover (#2498)

- styles: the hover rule of the Indigo sheet sets pointer-events: auto
  on the drag handle and the collapse and expand buttons. Before, the
  buttons showed on hover but kept pointer-events: none, so a click
  went through to the bar and the pane did not collapse. Only a bar
  with the keyboard focus took the click
- spec: a real mouse hovers the bar in Indigo and clicks the start
  collapse button, which collapses the start pane
