Handle SIGTERM during server shutdown (#6959)

* Handle SIGTERM during server shutdown

Kubernetes stops pods with SIGTERM, but the server only converted interrupts into context cancellation. Listen for SIGTERM too so normal pod termination reaches the existing deferred cleanup and drains event subscribers. Add a process-signal regression test for the cancellation path.

* Document serial signal test execution

The SIGTERM regression installs a process-wide signal handler and therefore cannot safely use t.Parallel. Document that constraint and exempt only this test from paralleltest so the repository lint gate can distinguish intentional serialization from an omission.
