Keep merged duplicate groups in source order in minimal mode

A group rebuilt by the deduplication — the comments of a dropped duplicate merged into the kept group — was recorded at the position of the rebuild when its bucket was stored back, so in minimal mode it jumped behind lines written after both duplicates. A bucket stored through _TrackedItems now leaves such a group unrecorded; it resolves through its earliest member, as _element_position documents.

The _TrackedList contract is documented at the class and the head-position fallback in _flatten_in_source_order is commented. __iadd__ carries an ignore for the mypy __iadd__/__add__ compatibility error the lint job reported on this branch; ruff and ruff-format pass.

The buildsuffix minimal expectation moves with the fix: its merged #!BuildRequires group now stays ahead of the BuildRequires line that was written after both duplicates.
