Resolve the Qiskit ceiling again after a fetch

`highest_supported_qiskit_version_and_release_date` and `requires_qiskit` were
`cached_property`. `ci.py update_member_data` serializes a member after every
updater, and serializing reads both, so `update_github` running first filled the
cache from the stored values and the later `update_pypi` fetch never re-resolved:
a section whose ceiling had moved kept writing back the old version.

`QiskitRequirementMixin._memo` keys each value on `self.fetched` instead, so the
unfetched answer is discarded once the fetch lands. On the live corpus
`veriqqseq_b7361201` (`qseqsim`, `<3,>=2.4`) went from a stored 2.4.2 to 2.6.0.

The memoization that remains is only warning dedup, which is what the two
existing call-count tests pin; it buys no measurable time, since a stored
section answers from `_kwargs` without sorting the release table.
