fix-vale (#2015)

* Fix Vale after recent updates
- Add entries to `accept.txt`
- Add `icalendar/Quotes.yaml` to override Microsoft.Quotes to allow a single letter followed by a comma or period. This is an edge case not covered by the Microsoft Style Guide, but the Google Style Guide covers it at https://developers.google.com/style/quotation-marks#commas-and-periods-with-quotation-marks.
