1.4 tempdir permissions (#2187)

* Die on init if tempdir doesn't have sane permissions

* set $EUID = $> if it was undefined. we could have added "use English;" instead, but we only need this one value, so this should be enough

* switch to "use English;" instead. refactor to make the permissions test a sub. add die_pretty to format the error message to make it stand out

* quote '-no_match_vars' with qw() for 'use English' to satisfy perl critic constraints
