fix: address decentraland-bot review findings

- to_review takes an unassigned third-party collection with items waiting for review, since a third-party publish keeps the collection's request and opens pending item requests
- REQUESTED_AT_* reads the newest pending item request before the collection's request and its creation
- MOST_RELEVANT's first tier is the to_review rule, so unassigned changes on approved collections lead and rejected or disabled ones don't; /:address/collections sorts the same way
- status and assignee values are deduplicated and blanks dropped; assignees are capped at 20 and must be "unassigned" or an address, else 400
- the on-chain checks, the standard/third-party fragments and the AND/OR join live in one place; an unhandled status fails at compile time
- the subgraph query drops its unused isApproved filter
- OpenAPI declares the 400s and a CurationStatusFilter schema, so disabled no longer leaks into the curation bodies
