Allow Pillow 13 (#115)

Pillow 13.0 came out on 2026-10-16 with a long list of security fixes in
its decoders, and Pillow has not shipped a release on an older major line
since at least 10.x, so the <13 cap keeps remotecv, and anything installed
next to it such as thumbor's queued detector, on 12.3 without those fixes.
remotecv only opens, loads and re-saves images before handing them to
OpenCV, keeping their source format except GIF and ICO, which are saved as
PNG. None of the backwards incompatible changes in Pillow 13 apply to that
path.

CI cannot exercise Pillow 13 yet: the dev extra pulls thumbor 7.8.0, which
still caps Pillow below 13, so pip keeps resolving 12.3. With Pillow 13
forced into a Python 3.12 environment, the full suite passes (62 tests,
Redis included) and every detector returns the same points as on 12.3 for
the 23 test fixtures and the 57 images thumbor ships (400 detector runs).
thumbor still has to raise its own Pillow cap before it can lock 13.
