Raise minimum Python version to 3.11 (#215)

* Raise minimum Python version to 3.11

Drops support for Python 3.10.  Updates requires-python, the classifier
list, the linter targets (black, ruff, pylint), the tox envlist and
factored environment names, and the CI matrices.

Two dependency floors have to rise, because the minimum-version job pins
every >= specifier to == and then installs on the new interpreter:

- wrapt 1.13.3 has no cp311 wheels; 1.14.1 is the first that does.
- numpy 1.23.0 has no cp311 wheels.  1.23.2 is the first that does, but
  ml-dtypes (pulled in via jax) requires numpy>=1.23.3 on Python 3.11,
  so that is the lowest floor pip can resolve.

networkx moves from 2.3 to 2.4 for an unrelated, pre-existing reason:
2.3 does `from fractions import gcd`, which was removed in Python 3.9,
so the pinned minimum could never have imported on any supported Python.

Verified by running `pin-dependencies-to-minimum` and the test suite on
Python 3.11: 62 passed, both with the minimum pins and with current
versions.

* Spell out the factored tox environment names

tox 4.42.0 through 4.61.0 expand numeric ranges in a section name before
splitting it on braces, so

  [testenv:{,py-,py3-,py311-,py312-,py313-,py314-}notebook]

parses as "py3" plus the range "11-14".  On those versions that defines
py3notebook, 4notebook, ... through 14notebook, and never defines
py311-notebook or its siblings; those fall through to [testenv] and run
the unit tests, so `tox -e py313-notebook` reports success without
executing a notebook cell.  The other three factored groups in this file
have the same problem.

Versions before 4.42.0 -- including the 4.4.3 that minversion pins -- and
4.62.0 onward expand the braced form correctly, so this is invisible on a
current tox.  Checked before and after against 4.4.3, 4.55.1 and 4.67.1:
no junk environments, and every per-version name resolves to its own
commands.
