Keep UI directory redirects on the public origin (#823)

## What changed

UI directory requests without a trailing slash now return a relative
`Location` from the Python file server, matching nginx's behavior. The
redirect retains the deployment path, any outer URL prefix, and query
string, so browsers stay on the public origin instead of following an
internal upstream hostname.

The change is limited to `StaticFiles` redirects. The status remains
307, and application and dev-server proxy responses are unaffected.
