_examples/federation: add Federation v1 subgraphs

The federation example only ran Federation v2, so nothing tested
query planning against gqlgen's Federation v1 subgraphs.

v1/ adds three v1 subgraphs (accounts, content, progress) with
entities across subgraphs, @requires, @provides, interfaces, unions,
entity_resolver_multi, and deprecated arguments and input fields.
start.sh serves them, and the gateway composes them into a second
supergraph on port 4010.

federation-v1.spec.ts sends operations through that gateway, so CI
covers composition, query planning and requests end to end.
v1/fetches_test.go replays the fetches @apollo/query-planner sends
the subgraphs and checks _service.sdl, so go test covers them without
Node.
