:bug: Allow automatic JRE fallback without javac

Return None for ordinary helper misses so discovery can try a JRE
when no JDK is found. Fix JAVA_HOME lookup in the JRE helper and
allow default-directory fallback. Support Java 8 runtime libraries
at lib/{cpu}/server/libjvm.so.

Preserve JAVA_HOME > JDK_HOME > JRE_HOME precedence and unexpected
probe errors. Windows requires a configured home; exhaustion now
raises RuntimeError with JAVA_HOME guidance. Retain nested
JAVA_HOME/jre selection for direct helper callers.

Source builds that discover only a JRE now reach the existing
"You need a JDK, we only found a JRE" guard. Add portable regressions
and document platform-specific discovery.

Validated on Python 3.14.7: 285 tests pass with Java 11. Java 8 JRE
startup and its suite pass: 284 passed, 1 expected compiler skip.
Pycodestyle, Sphinx, and diff checks pass. Python coverage improves
from 477/579 (82.38%) to 510/577 (88.39%).
