Rename the sensor data upload's belief-time to prior (#2734)

* Rename the sensor data upload's belief-time to prior, and describe it as a recording time

POST /sensors/data already calls this field prior, and the replacement error tells users to set a different prior.
The docs and form no longer describe it as the time data was "known", nor suggest a market's gate closure,
which invited confusion with timely-beliefs' knowledge time.

Closes #2728.

POST /api/v3_0/sensors/data is the deprecated one, addressing sensors by entity address.
