feat(tile-manager): fill tiles with content and fit spans to the column count (#2496)

- tile: the base part is a flex column and the content container takes
  the free height under the header, so content with block-size: 100%,
  such as a chart, fills the tile. The ::part recipe is gone from the
  story and the spec
- placement: the tile styles fit the start and the span into
  --column-count, so a tile adds no columns. A start after the last
  column goes to the last column. colStart and colSpan keep their
  values, so one layout works at every column count, also with a
  --column-count from a media query. The JS that cut colSpan and
  cleared colStart on a column count change is removed
- resize: a resize writes only the spans that it changes, so a
  height-only resize keeps a colSpan that the column count cuts, and
  a resize no longer gives a tile more columns than there are after
  its start
- grid: --grid-padding sets the padding of the grid (default 1.25rem).
  A nested manager does not take the value
