fix(filter): fix multi-key, falsy value and empty input filtering, reach 100% coverage (#17776)

* fix(filter): fix multi-key, falsy value and empty input filtering

- show items matched by any of multiple keys and call the condition
  callbacks once per item
- match falsy key values like 0 and false
- re-filter when the input value is cleared to undefined
- return the items as they are when there is nothing to filter
- add JSDoc, type the outputs and cover the directive and pipe

* fix(filter): pass empty string to matchFn for nullish input value

- normalize a null or undefined inputValue to an empty string so
  custom matchFn implementations always receive a string
- accept nullish items and options in the pipe transform signature
- document the nullish key fallback of get_value

* fix(filter): include null and undefined in the inputValue type

- type IgxFilterOptions.inputValue as string | null | undefined to
  match the supported nullish input values
- document that nullish input values are treated as an empty string
