Feat/page contacts selected entities (#100)

* feat: ask the directory for the contacts of the entity of the site

The contact sections of a page ask the directory @search endpoint for
their contacts with selected_entities set to the entity of the site
(smartweb.directory_entity_uid), so the directory can keep the results
in its RAM cache and clear them when a contact of the entity changes.
The contacts that can be chosen in a section are already limited to
this entity (RemoteContacts vocabulary).

The UIDs are sorted: with a set, their order changed between Zope
processes, so the same contacts gave different urls (cache keys).

* fix: translate the default procedure button label again

The default label "Complete this procedure online" of the procedure
button was a plain string, so it was no longer extracted and
translated since WEB-4508. It is now a message of the imio.smartweb
domain.

* feat: use the date of the latest news for the Last-Modified of pages

An anonymous rendering of a page does not write to the ZODB, so the
modification date of the page does not change when new news is
published in the authentic source. Varnish and browsers then got a
304 with the old news.

The PagesLastModified adapter takes the most recent of the page
modification date and the date of the latest news of each news
section (@search_newsitems sorted on modified, limit 1). The
Last-Modified header and the ETag then change when a news changes.
The date of the latest news stays 60 seconds in a RAM cache.

* feat: refresh the remote contacts when the directory generation changes

A new contact of the directory was in the contacts of the edit form
of a contact section only after 60 seconds (RAM cache of the
RemoteContacts vocabulary).

The vocabulary now first asks the directory for the generation of the
contacts of the entity (@search_generation, timeout 2 seconds). The
