fix: do not submit psiphon measurements when psiphon is disabled (#1857)

## Description

This diff prevents measurements from the psiphon experiment from being
submitted by comparing the error with the psiphon disabled error. This
prevents probes from submitting measurements when we expect the psiphon
tunnel to fail.
