refactor(changesets): group changelog entries by component (#6830)

* docs(changelog): remove duplicate entries across gen2 beta sections

Keep each PR only under the version that first shipped it. beta.2 and beta.3 were released from the gen2-beta branch, so the beta.4 release from main re-emitted their changesets.

* refactor(changesets): group changelog entries by component

Gen1: update-changelog.js now groups pending changesets by the components
in their frontmatter, links each entry to its PR and commit, and keeps
multi-line bodies intact. Pure helpers live in changelog-utils.js.

Gen2: scripts/group-gen2-changelog.js runs after `changeset version` in the
release workflow and nests new entries under their component. It only
touches unreleased sections and drops entries already listed in an older
section.

Replace the gen2 post-processing script with a changesets changelog generator (gen2/.changeset/changelog-grouped.cjs) that wraps @changesets/changelog-github and groups each release's entries by component. No extra release workflow step is needed.

Export the pure parsing, grouping, and rendering helpers from
update-changelog.js and only run the script when executed directly.
semver and the built base version load lazily, so the tests import the
helpers without an install or build.
