tests: mock the HTTP requests of 8 tests

Eight tests sent real HTTP requests to the Internet. They passed in the
CI only because the CI has network access. In a container with no
network, they failed.

- test_mdmcerts_2_steps downloaded the Apple WWDR CA G3 and the Apple
  Root CA certificates. The test now gives two self-signed certificates
  in place of the downloads.
- Seven OIDC API token issuer tests read the OpenID configuration of
  https://accounts.google.com. These tests now get a minimal OpenID
  configuration with the three keys that Zentral requires.

The tests patch requests.get. The code that loads the certificates and
the code that checks the OpenID configuration still run. The
assertions do not change.
