fix: keep placeholders inside unescaped values literal (#2455)

With skipOnVariables (the default), interpolate() first writes the
{{- var}} values and then runs the escape pass from the start of the
string. That pass skipped the values it wrote itself, but not the
unescaped ones, so a placeholder inside one was still filled in:
  t('{{- a}}', { a: '{{b}}', b: 'c' })  // 'c', expected '{{b}}'
The unescape pass now records where it wrote each value, and the escape
pass skips matches that start inside one. skipOnVariables: false is
unchanged.
