Add reusable content-addressable cache for neurodamus-compile-mods (#591)

## Summary
- Add optional `--cache-dir` for content-addressed reuse across output
directories; hits copy into `--output-dir` and return those paths.
- Key entries by MOD contents, options, simulator, platform, and
toolchain; publish via staging dir + atomic rename (no flock).
- Cache eviction is external to this CLI (entry/staging mtimes are
refreshed for age-based GC elsewhere).
- Preserve previous behavior when `--cache-dir` is omitted; share
compiled MOD entries across tox test environments.
