Make the JCache listener flags optional in the HOCON configuration (#2028)

A listener definition had to set both `synchronous` and
`old-value-required`. Leaving either out failed the cache with
`ConfigException$Missing`, although `reference.conf` shows both as
`false` and `filter` may already be omitted. A missing flag now reads
as `false`, using the same `hasPath` check as `filter`.
