Revert the deterministic-build commits; the cheap fixes move to their own PR

Reverts 94d6d21, 89bd965, 476c867 and b1d29dc. The commonjs
check-and-rebuild (strict-requires.js) is dropped: on nymag/sites it
rebuilt both passes on nearly every build (+~13 s) to stabilize only the
edit-mode kiln bundle, since the view chunks were already stable with
commonjs 29. The cheap fixes (kiln CSS order, no timestamps, sorted
globs) go to a separate PR, so this one is the chunk retry again.
