Upgrade deps and tools in response to CA cert compromise (#23718)

The private keys of some intermediate CAs were compromised
(https://emudhra.we-have-a-problem.com/).

This PR upgrades Pants' own TLS dependencies and default Python
tools to versions that address this compromise.
